After the grisly 2001 attacks on the World Trade Center and the Pentagon, Congress appointed prominent lawyer and mediator Kenneth Feinberg (Michael Keaton) to lead the Victim Compensation Fund on September 11th. Corporate operations Camille Biros (Amy Ryan) is tasked with allocating financial resources to the victims of the tragedy. Faced with the impossible task of defining life’s worth in order to support families who have suffered invaluable losses. When Feinberg associates with Charles Wolf (Stanley Tucci), a community organizer mourning the death of his wife. His initial cynicism turned into pity as he began to learn the true cost of this tragedy.
